COPAA Announces Release of Report on Threat Assessments in K-12 Schools

Together with civil rights and disability partners, COPAA announces the release of K-12 Threat Assessment Processes: Civil Rights Impacts, a comprehensive report outlining key concerns with threat assessment systems. Consistent with COPAA's Statement on School Climate and Safety the report highlights that while safety from catastrophic events, such as a mass shooting at school, is critically important, the rush by many schools and districts to use threat assessment systems as “solutions” to prevent these horrible events has unfortunately led to systems intentionally designed to do "an end run" around key student civil rights protections including those provided under the Individuals with Disabilities Education Act and Section 504 of the Rehabilitation Act. Such threat assessment systems promote and legitimize discrimination against students with disabilities and students of color. Recommendations to improve school climate and to make schools safer focus on urging Congress to pass a suite of school climate bills supported by COPAA -- the Keeping All Students Safe Act, the Protecting Our Students in Schools Act and the Counseling not Criminalization Act.
