In response to the U.S. Food and Drug Administration (FDA) final rule to ban on the use of electrical stimulation devices (ESDs) frequently used on people with intellectual or developmental disabilities, The Council of Parent Attorneys and Advocates, Inc. (COPAA) issued the following statement:

The announcement this week by the FDA to prohibit the selling and use of these arcane and tortuous devices is welcome news. We thank the FDA for taking this long-awaited final step” stated Denise Marshall, COPAA chief executive officer. “COPAA has worked with with colleagues and advocates to push for this ban; we know firsthand about individuals whose lives have been marred by these barbaric practices which have caused much suffering and pain. It’s time that all children and adults with disabilities live without fear of federally sanctioned abuse and torture. The FDA’s decision draws a line in the sand. COPAA stands firmly on the side that protects children and families and ensures all individuals are treated with dignity and respect.”
