NCD Issues Reports on School Choice

WASHINGTON, DC – Today, in response to the National Council on Disability (NCD) release of a series of two papers focused on how students with disabilities access charter schools and use voucher programs, the Council of Parent Attorneys and Advocates issued the following statement:

“COPAA was pleased to be awarded a cooperative agreement with NCD in 2017. With NCD’s leadership, COPAA, through a talented research and writing team has produced two invaluable papers that distinctly capture compelling stories and the essential data about students with disabilities experiences in accessing charter schools and how families utilize voucher programs for their children’s education. Each paper provides indispensable research relevant to what we know about both charter schools and voucher programs and their impact on family decisions regarding K-12 education. While our nation’s special education law provides clear requirements that apply to charter schools, the implementation challenges remain. For voucher programs, the impact of vouchers on student outcomes is still evolving. The recommendations from both papers provide an invaluable resource to policymakers and to stakeholders and we look forward to working with key partners to help carry them out so that every child can achieve their full potential.”
